Will City residents not have representation in the Metro City? Why does the City become a municipal corporation?

During the transition period, residents of the City of St. Louis would still have representation by their elected Mayor and Board of Aldermen. After the transition, every resident of the former City of St. Louis would be represented by a Metro Council member that they would have the opportunity to elect. The City of St. Louis would remain as a municipal corporation to service debt and outstanding financial obligations. Based on current City debts and revenues, allSt. Louis obligations could be retired within seven years of enactment.
