Thomas J. Irwin is Executive Director of Civic Progress, a group of the 30 largest employers in the St. Louis region, which formed more than 50 years ago to deal with issues of civic importance. Irwin has more than 25 years of diverse public policy and public administration experience.
Previously, Irwin served in senior policy and chief of staff positions to Mayor Kevin White in Boston, Mayor Vincent Schoemehl in the City of St. Louis and St. Louis County Executive George (Buzz) Westfall. He also served as Deputy Director of the City of St. Louis’ economic development agency, Executive Director of the Missouri Gaming Commission and as Executive Director of the Bi-State Development Agency, the St. Louis region’s mass transit authority. Most recently, he was Senior Vice President of Public Policy for RCGA, where he directed the region’s legislative activities in both Missouri and Illinois, as well as in the U.S. Congress, on behalf of the region’s business community.
Irwin holds a master’s degree in Public Administration from the Kennedy School of Government at Harvard University and an undergraduate degree in Classical Studies and Political Science from the University of Massachusetts. He also did graduate studies at Washington University in St. Louis, in International Relations.
